Rouqayya Ibrahim CAMS - MD/CEO
Rouqayya Ibrahim CAMS, is the Founder and Chief Executive Officer (CEO) of iFocus Consult. She has extensive experience in law enforcement, investigations of financial crimes and intelligence analysis. In the last 15 years, Rouqayya has worked as a Detective and an Intelligence Analyst with the Economic and Financial Crimes Commission (EFCC). In those roles at the EFCC and while on secondment at the Office of the National Security Adviser (ONSA), she worked in different segments, served in several national committees and led several investigating teams and task forces for special investigations involving the Central Bank Nigeria & other law enforcement agencies such Defence Intelligence Agency (DIA) & the National Intelligence Agency (NIA). During these complex and often cross-national investigations, her team recovered billions in proceeds of crime and prosecuted high-profile money laundering and corruption cases, with high level of success. Ibrahim also garnered in-depth experiences at the EFCC working as a Financial Investigator, Criminal and Financial Intelligence Analyst, Policy analyst and also as a trainer. She is a Legal Practitioner, a trained Law Enforcement Officer, a Financial Crimes Investigator, a Certified anti-money laundering specialist, certified corruption risk assessor and a certified trainer.
Hadiza Gamawa Zubairu, CAMS - Managing Partner
Mrs. Zubairu is a certified Anti-Money Laundering Specialist (CAMS), a trained FATF/GIABA Mutual Evaluation Assessor and an accredited Counter-Fraud and Counter-Corruption Specialist (International), University of Portsmouth, UK with over 18 years of extensive experience in the implementation of the FATF Standards in Africa, out of which, 12 years were dedicated to the operations of Financial Intelligence Units (FIUs), including intelligence analysis & dissemination, strategic analysis, regulatory compliance, and ML/TF/PF risk assessments and mutual evaluations.
She is an accomplished Harvard Executive Education Alumni, and holds a distinguished academic background with a Master’s and Bachelor of Science Degrees in Business Administration (specializing in Banking & Finance) from Ahmadu Bello University, Nigeria. She is currently pursuing a PhD in Policy Analysis at the University of Abuja.
Mrs. Zubairu is experienced in designing and implementing physical and e-learning capacity building workshops for Financial Institutions, Designated Non-Financial Businesses and Professions, Non-Governmental Organizations, Civil Society Organizations and AML/CFT Stakeholder Organizations, Anti-Corruption Institutions in West Africa. She exemplifies strategic leadership with an unwavering dedication to continuous improvement. Her proven track record includes successful project and program implementation, coupled with a keen focus on the execution of management strategies. She coordinated Nigeria’s first National (Money laundering and terrorist financing) Risk Assessment exercise and possesses hands-on experience in conducting regional, national, and institutional ML/TF/PF Risk assessments.
Engr. Umar Albarka Hassan, PhD, ACSM, FNMGS, FNSME, FNMS – Managing Consultant
Engr. Umar Albarka Hassan holds a B.Eng (Hons) degree in Mineral Process Engineering and an Associateship of Camborne School of Mines (ACSM) from University of Exeter, Camborne School of Mines, Cornwall, England, UK; a Postgraduate Diploma in Management from Abubakar Tafawa Balewa University, Bauchi; and MSc and PhD degrees in Metallurgical and Materials Engineering from Ahmadu Bello University Zaria.
He is a registered Mineral Process Engineer with the Council of Mining Engineers and Geoscientists (COMEG) and Council for the Regulation of Engineering in Nigeria (COREN); a Fellow of the Nigerian Mining and Geosciences Society (NMGS), Nigerian Society of Mining Engineers (NSME), Nigerian Metallurgical Society and Nigerian Association for Engineering Geology and the Environment as well as being a Corporate Member of the Nigerian Society of Engineers (NSE). He is also a Professional Member of the Society for Mining, Metallurgy and Exploration (SME) Inc of America. He has held various Council Positions in several Professional Bodies including the NSME and NMGS where he currently serves as President and Vice President respectively.
Engr. Hassan has thirty seven (37) years experience from a number of positions held in the Nigerian mining sector comprising being a Lecturer at Kaduna Polytechnic (1986 – 1991) and visiting Lecturer at ABU Zaria and IBBU Lapai; a Mineral Process Engineer / General Manager of Mining Projects / Companies of Nigerian Mining Corporation and its Subsidiaries and Associated Companies (1991-2008); a Manager of Mining Community Resource Centre and Lecturer at Nigerian Institute of Mining and Geosciences, Jos (2008 -2009); a Consultant with the World Bank Assisted Sustainable Management of Mineral Resources Project of the Ministry Mines Steel Development as an Extension Services Consultant for Artisanal and Small Scale Mining, North East Zone and Technical Assistant to the Honourable Minister of Mines and Steel Development (2010 – 2015). He was also the Technical Adviser to the Honourable Minister of State, Ministry of Mines and Steel Development, Abuja (2015 – 2018) and Consultant on Industrial Minerals with the World Bank Assisted Mineral Sector Support for Economic Diversification (MinDiver) Project (2016-2018) that carried out Demand Gap Analysis of Industrial Minerals required by local industries and developed a roadmap for the development of Nigeria’s Industrial Minerals Resource in partnership with an International Consultant. He is the immediate past Director General / CEO of National Steel Raw Materials exploration Agency haven served as the Agency’s CEO from July 2018 – July 2022 and currently an Executive Director of Exploration and Exploitation of Steron Mining Company Limited as well as being a Member of NESG-Mining Technical Advisory Committee.
Engr. Hassan co-authoured “ASM Handbook for Nigeria”, “Training Manual for ASM in Nigeria” and “the Scoping Study of the Nigerian Mining Sector” co-financed by the World Bank for Sustainable Management of Mineral Resources Project (SMMRP) and the Nigerian Extractive Industries Transparency Initiative (NEITI) along with Geological Survey of Denmark and Greenland (GEUS). He also has a number of journal publications to his credit amongst others.
